Home/Services/Subcontractor prequalification and compliance
Compliance tracking
Know which subcontractor is out of compliance before they are on site.
Subcontractor compliance support maintains the documentation that determines whether a trade partner can legally and contractually work on your project: prequalification packages, certificates of insurance, W-9s, licences, safety records, and lien waivers. The desk collects, verifies against your checklist, tracks expiry, and escalates gaps. Approval of any subcontractor and acceptance of any coverage remains with your team and your advisors.
Where this fits: This lane tracks trade partner documentation and expiry. Finance administration covers invoices and collections; bid management covers prequalification only as it relates to your own submissions to owners.
THE OPERATING HANDOFF
Define the source, recurring work, and approval boundary.
A reliable service lane starts with controlled inputs and a named client reviewer—not a broad list of tasks with unclear authority.
INPUTS
What the desk needs
Compliance checklist: required documents, limits, and endorsements by trade and tier
Current subcontractor and supplier list with contacts
Existing certificates, W-9s, licences, and waiver records
Lien waiver forms, conditional and unconditional rules, and payment triggers
Named approver for compliance exceptions
Document storage location and retention rule
RECURRING WORK
What the desk maintains
Prequalification package distribution, collection, and completeness checking
Certificate of insurance collection and checklist verification
W-9, licence, and safety documentation collection and filing
Expiry monitoring with staged renewal reminders
Lien waiver administration aligned to the payment cycle
Compliance exception logging and escalation
CLIENT CONTROL
What stays with your team
Approval of every subcontractor and any compliance exception
Acceptance of insurance coverage, limits, and endorsements
All contractual, legal, and risk determinations
Payment release decisions and lien waiver acceptance
Setting and changing the compliance standard itself
VISIBLE OUTPUTS
Review the exceptions, not another activity list.
The exact format is agreed during onboarding. These are the operating records the service is designed to keep current.
RECURRING OUTPUTS
Compliance status board by subcontractor and project
Expiring and expired documentation list with lead time
Missing document register with chase history
Lien waiver status matched to the payment run
Prequalification pipeline and approval-ready summary
REVIEW RHYTHM
Daily: incoming documents logged and checked against the standard
Weekly: expiry list, missing document register, and escalations
Per payment run: lien waiver status against the release schedule
Monthly: compliance rate, chase performance, and standard review
IMPLEMENTATION SEQUENCE
Install one bounded workflow before expanding the scope.
01
Write the standard
Record required documents, coverage limits, endorsements, and retention rules by trade and tier, so verification is a checklist rather than a judgment call.
02
Baseline the current state
Audit existing records first. The initial gap list is usually larger than expected and determines how the chase sequence is prioritised.
03
Automate the reminders
Set staged renewal reminders with enough lead time that a lapse is prevented rather than reported.
04
Tie waivers to payment
Align lien waiver collection to the actual payment run so the two stop drifting apart.
GOOD FIT WHEN
The workflow has an owner and a review point.
The compliance standard can be written down by trade and tier
A named approver will handle exceptions and coverage acceptance
The subcontractor base is large or changes often
Document storage and retention rules already exist
NOT THE RIGHT FIT
Authority or source information is missing.
Legal sufficiency of coverage would be judged by the desk
Subcontractor approval decisions are expected from the desk
No one internally will act on escalated compliance gaps
The compliance standard changes case by case with nothing recorded
COMMON QUESTIONS
What contractors ask before delegating this lane.
Answers describe how the service is scoped and where authority stays with your team.
What subcontractor compliance work can be delegated?
Collection and chasing of prequalification packages, certificates of insurance, W-9s, licences, and safety documentation; verification against your written checklist; expiry monitoring and renewal reminders; lien waiver administration tied to the payment cycle; and escalation of gaps. Approval decisions and acceptance of coverage stay with your team.
Can a virtual assistant verify certificates of insurance?
The desk verifies a certificate against your written checklist: named insured, coverage types, limits, endorsements, additional insured status, and dates. That is a completeness check, not a legal opinion. Whether coverage is contractually and legally sufficient is a determination for your risk manager, broker, or counsel.
How does lien waiver tracking work?
Waiver status is tracked against your actual payment run rather than as a separate list, so the finance team can see before a release which waivers are outstanding and which are conditional versus unconditional. Payment release and waiver acceptance remain client decisions.
What happens when a subcontractor goes out of compliance?
It appears on the expiry list ahead of the lapse, with staged reminders sent to the trade partner. If the document is not returned before expiry, the gap is escalated to your named approver rather than resolved by the desk. Whether that subcontractor works is your call.
Do you use our compliance software?
Yes, where you have one. The desk works inside your existing platform, whether that is a construction management system, a dedicated compliance tool, or a structured spreadsheet. CVA does not require you to adopt new tooling or move trade partner data into a system you have not approved.
How large a subcontractor base can this cover?
Capacity depends on document turnover and chase volume rather than headcount alone. Onboarding baselines your current state first, because the initial cleanup is usually the heaviest phase; the ongoing rhythm is significantly lighter once the register is current.
